Clause 28 Delegation of powers
9.
Clause 33 of the last draft of the Bill specifies the ranks of public officers to whom the Authority may delegate his powers. It is considered that, in line with other legislation, the ranks of such officers should be prescribed in a schedule rather than in the body of the legislation itself. Clause 28 has been so amended. The Chief Secretary may by notice in the Gazette amend the schedule.

Regulations
The power to adjust prescribed fees in subsidiary legislation is provided for under section 29(1) of the Interpretation and General Clauses Ordinance (Cap. 1). Sub-clause (3) in the draft Bill is therefore superfluous and has been deleted.
Clause 32

Transitional
a
Sub-clause (1) has been revised to provide that as long as a certificate of exemption/approval is valid, film which has been exempted/approved for exhibition prior to the enactment of this Bill does not have to be resubmitted to the Authority. However, if a film has to be re-submitted, subsidiary legislation will provide that fees will be waived.
