3. The Second Schedule to the Road Traffic (Registration and Licensing of Vehicles) Regulations is amended by deleting items 1 to 12 under the sub-heading "Annual Licence Fees" and substituting the following-
"1. Goods vehicle and special purpose vehicle-
(a) not exceeding 1.9 tonnes permitted gross vehicle
weight

(b) exceeding 1.9 tonnes permitted gross vehicle weight, but not exceeding 5.5 tonnes permitted gross vehicle weight
