Thank you for your letter of 15 December 1987 concerning a suggestion from Sir S Y Chung that HMG might make a gift towards the setting up of the Hong Kong University of Science and Technology.

2. We have discussed this proposal with DTI and have concluded, I fear, that we cannot help. The commercial arguments for assistance are not particularly strong, but in any case ATP support would be inappropriate in view of Hong Kong's high GNP and there are no regular bilateral aid funds on which we would draw. I understand, however, that DTI are assisting Fisons with a contribution from OPF towards pre contractual expenses.
