We have conducted very detailed studies to ensure that

the site is environmentally suitable for such dumping. We

would like to assure you that the Chinese coast will not be

damaged environmentally as a result of the dumping. The site will be carefully monitored during the first 5 years to assess the acceptability of the disposal operation in the long term.

Should the later results show that continued or additional

dumping would cause environmental problems, the licence for dumping would be revoked. If however the site proved suitable for further or additional dumping, monitoring would of course

be maintained. There would in effect exist an early warning system for any problems that might arise.

In order to meet the starting date for dumping, the

programme for the design and building of the necessary storage tanks, pipelines, loading facilities and pumping station, has

to commence as soon as possible.

The technical statement provides details of the results of the investigation and study of the main

environmental issues of site suitability and the future
