Disposal of marine sludge

I called in Chen Guoping of NCNA on

2 February to brief him on our proposal to dump sludge off Waglan Island. I spoke along the lines of the

attached speaking note and handed over the Technical

Statement which contains the detailed data on site

suitability and environmental monitoring.

I reassured Chen that the Chinese coastline

would not be damaged as a result of the dumping.

Should however future monitoring reveal that environmental

problems were developing, we would cease the dumping. We did not wish to cause pollution, indeed our proposal

was aimed at reducing it. I said I was more than happy

to arrange for the Chinese environmental experts to have further information or to meet with our experts to discuss the data, if it would be helpful. I also gave Chen a spare copy of a plain plan showing the dumping site (ie.

the 'box' was not shown).

Chen thanked me for informing him of our

proposal. He undertook to pass the speaking note and

Technical Statement to the authorities concerned.
