NOTE FOR EXECUTIVE COUNCIL
POLLUTION IN HONG KONG
INTRODUCTION
This memorandum explains the action being taken to control pollution in Hong Kong.

BACKGROUND

Hong Kong's pollution problems are due to rapid economic and population growth, failure to invest sufficiently in environmental infrastructure, particularly sewerage, and ineffective environmental legislation.

The policy secretary for pollution matters is currently the Secretary for Health and Welfare. November 1988, this responsibility will pass to the Secretary for Lands and Works (SLW). Subject to further studies,
intended that a new policy branch specifically responsible for planning and environmental protection should be established next year.

Since 1 April 1986, the Environmental
the Environmental Protection Department (EPD) has been responsible for environmental monitoring and planning and the implemention of the Government's pollution control policies. Other departments involved are Electrical and Mechanical Services which operates incinerators and sewage treatment works; Civil Engineering Services which implements sewerage and landfill projects; Marine Department which operates harbour cleansing services and the Urban and Regional Services which are responsible for refuse
collection.

Pollution Advisory Committee (EPCOM) is the Government's main source of
of independent advice on environmental pollution matters. The terms of reference of EPCOM are at Annex A and its current membership at Annex B.
