I briefed them on the role of the PSC, including

I handed them the background to its establishment.

each a set of papers provided by SCS (as previously provided for BLDC, I am told) and a copy of my predecessor's 1986 Report. At their request a copy of Civil Service Pay Scales was also provided.

Mr. Chen asked about the Governor's right of veto. I stressed the advisory role of the PSC, but due to the soundness of my predecessors' advice I am not aware of any cases where their advice had not been acted upon.

I also mentioned that the UK Civil Service Commission's role was executive.
