During my account of the recruitment procedures
At the Mr. Chen had asked about induction training.
end he asked whether we had a Civil Service College for all civil servants. I said that due to our size and the range of specialisms needed I did not think a comprehensive training college feasible. I said we tended to rely
on high entry qualifications and the provision of training scholarships for grades with recruitment difficulties. However, the Civil Service Training Centre and Senior Staff Course provided the polish to on the job training.

Before leaving Mr. Chen referred to the recent announcement of China's decision to establish formally a civil service. As China was sending study teams overseas to find out about their civil service he welcomed Mr.
He also felt Lo's invitation to him to visit Hong Kong. that it would be useful if other study teams could come
I remarked that I was sure to learn from Hong Kong. the Hong Kong Government would be glad to explain more fully about the civil service here if such visits were organised.

T.S. remarked to me privately that the section in Zhao Ziyang's speech on the civil service was probably drafted by Chen.
