We have discussed the Hong Kong Secretary for the Civil Service's lettr of 9 May to Mr Paul which enclosed an enormous amount of material on the organisation and functions of the Hong Kong Civil Service. We agreed that you would let me know how, when and whether we should hand this bundle to the Chinese. I understood that their interest in the Hong Kong Civil Service was part and parcel of the sensitising progress going on in the build up to 1997.

I still have these papers in my cupboard and given the amount of work which must have gone into preparing them I wonder you and those connected with discussions with the Chinese over Hong Kong could let me know if it is still appropriate to plan to hand them to the Chinese at some stage.
