unreserved apology for the incident; a full waiver of the Third Secretary's immunity and an undertaking that he would be suitably punished. The Vietnamese were apologetic, acknowledging a breach of British Law and of their own regulations for diplomats overseas. first a toy gun was offered but later the real gun was handed over. On the strength of that and the grovelling apology, we decided not to take action beyond expelling the offending diplomat. This seemed the appropriate response, particularly in the light of events the following week involving a Cuban diplomat who actually opened fire.

Khang was expelled on 10 September. There has been no retaliation. According to our Ambassador, Khang is being

disciplined. The Vietnamese have not yet asked to replace Khang.

The Vietnamese have made a surprisingly generous offer of compensation. We would like to convert it into long leases on suitable property in Hanoi.
