We spoke about Mr Powell's letter to you of 20 December.
2.
I submit a draft reply along the lines which we discussed.
You suggested that we should not refer directly to the Secretary of State's bilateral with the Prime Minister, although you would equip him with a copy of the correspondence.
3.
The draft passage for use by Mr Eggar has been copied
urgently to Home Office officials.
In the time available I have
been unable to await their comments, although they say they have no difficulty on principle to the idea that the new resettlement
commitment should be announced by an FCO Minister rather than one of
their Ministers. You kindly agreed to alert the Home Secretary's
Office to the correspondence to ensure that he is content.
4.
The substance of the draft passage for Mr Eggar's speech has
been discussed with Mr McLaren. Read as a whole, I think it makes
the conditionality sufficiently clear: if it were to be spelt out
