PROPOSED ADDITIONAL RESETTLEMENT COMMITMENT FOR VIETNAMESE BOAT

PEOPLE IN HONG KONG

1. An additional commitment of 1,000 is proposed, to run from now

on the following basis:

(i)

(ii)

continuation of the present family reunion scheme on the existing basis once the present quota of 463 is exhausted

in May of June 1989. About another 200 meet the same family reunion criteria: they would continue to be

resettled at а rate of 20 a month;

an additional quota which might be drawn from the

following categories:

(a) refugees selected on the basis of skills;

(b) refugees sponsored by organisations or individuals;

(c)

(a)

those who have turned down earlier UK offers, thereby

making themselves ineligible for resettlement

elsewhere;

long-stayers;

Resettlement under this heading would begin now and

run at an additional 20 a month until resettlement

under (i) is exhausted, and thereafter at 40 a

month.

2.

Under this proposal resettlement would be at the rate of 40 a

month. It would stretch over about 2 years.
