I understand that the Foreign Secretary and the Home Secretary discussed this on 4 October and agreed in principle to send a joint minute to the Prime Minister. I enclose a first draft. I would be grateful for your Comments as soon as possible. My aim is to finalise the draft at official level by the end of the week, for submission into Ministers' weekend boxes. Perhaps we could meet if there are any outstanding differences of approach to be resolved.

An annex to the minute sets out the details of the package which we have in mind, involving resettlement at a rate of 40 a month. The Home Secretary indicated in his minute of 29 July to the Foreign Secretary that he would be prepared in principle to go along with this.

At the meeting on 4 October Mr Renton asked about training in English for those selected to come here. HK telnos 2633 and 3808 give some relevant information and we could draw on this as appropriate in the draft minute. Another option, used by the US, Australia and, recently, Norway might be to send refugees to the UNHCR camp on Bataan before they come to the UK. there last for four to six months, and are designed to familiarise refugees with their future countries.
