The U.S. has provided the SRV with lists of the more than 100,000 persons who have been issued Letters of Introduction by the U.S. We were encouraged that the majority of persons on the interview list which the Vietnamese Government provided us most recently have U.S. Letters of Introduction.
Many thousands of Vietnamese with Letters of Introduction are qualified for immigration as immediate relatives and can be accepted now, outside of the immigrant and refugee quota
systems. Nearly 50,000 are beneficiaries of current immigration petitions and could be accepted at a rate of 20,000 per year, under the immigration national quota system. Permission by the SRV for these applicants to emigrate would mean a greatly expanded program, something which I believe we all desire.
To put it another way, the United States is prepared to admit, this year, as many as 40,000 people directly from Vietnam including those admitted as refugees, Amerasian immigrants,
and regular immigrants who have current petitions plus
immediate relative immigrants.
