(d) Para 1(b) of the Annex: I am not sure what you mean by "who apply for settlement in the UK" my understanding of the process you envisage is that the Hong Kong Government would identify likely candidates who would then be interviewed by immigration officials. It would seem appropriate at the interview stage to seek confirmation that those selected wish to come to the UK. insistence on application (particularly at too early a stage) might mean that good potential candidates hesitate to put themselves forward for consideration.

(e) Para 1(b)(i) of the Annex: we agree that weight should be given to family groups, but suggest that the reference to unattached individuals be deleted. Some such people might be well qualified under para (b)(ii). and we hope would not be ruled out.
