VIETNAMESE BOAT PEOPLE IN HONG KONG: PROPOSED ADDITIONAL UK RESETTLEMENT COMMITTMENT
Bronwen Fair's letter of 8 November to you covered a further revision of the draft joint minute. We in the Immigration Department are entirely content with the changes she has introduced but I would like to record a few drafting points, some of which had surfaced in earlier discussions.
These are:
paragraph 2. Amend second and third sentences to read "of those 9,500 arrived after the introduction of screening of 16 June and initial screening results indicate that few will qualify to be treated as refugees; their future lies in Vietnam."
paragraph 6. Expand third sentence to read "in this country there is a significant body of opinion which believes we should do more, including not only the voluntary agencies who might be expected to take that view but also a wider spectrum of parliamentary and press opinion than would normally support such proposals."
paragraph 9. Amend first part of final sentence to "most of the more skilled refugees have, of course, left Hong Kong some time ago so".
paragraph 11. Add other members of H Committee to the copy list.
Annex. In 1(b) replace "apply for settlement in" with "wish to come too".
I am sending a copy of this to Bronwen Fair but, since these are not matters of substance, not to the other recipients of her letter to you.
