Orderly Departure Program

Geneva, December 15, 1988

I would like to express my appreciation to High Commissioner

Hocke for his efforts and those of his organization on behalf of

the UNHCR's Orderly Departure Program and for the sponsorship of

this consultation.

I would also like to thank Mr. Sergio Vieira de Mello and his

colleagues in the Regional Bureau for Asia and Oceania for their

untiring efforts to make the Orderly Departure Program a safe and viable alternative to clandestine, dangerous departures from

Vietnam.
