HONG KONG BUSINESSMEN/RESETTLEMENT OF VIETNAMESE BOAT PEOPLE

Home Office officials are today submitting to the Home Secretary a Private Secretary letter to No 10 Downing Street replying to the questions on Hong Kong businessmen raised in A B Mr Powell's letter of 8 December. I attach a copy of the draft as

it was submitted: Home Office officials are confident that the

Home Secretary will be ready to accept with its general approach.

It was discussed with ourselves, and is in terms which cause no

difficulty.

2.

Once the Prime Minister has the Home Office letter, together with appropriate endorsement from ourselves, she will be in a position to consider in conjunction the two questions of attracting Hong Kong businessmen to the United Kingdom and resettling Vietnamese boat people. Mr Powell's letter of 5 December indicated

that she wished to reach decisions on the two issues at the same

time.
