about 24,000 ODP cases. ICM also acknowledged transportation difficulties. Vietnam had agreed that ICM should co-ordinate all transportation arrangements and ICM had recommended regular visits to Ho Chi Minh City by an ICM transport official to cope with the forecast 35-50,000 cases in 1989.

5. A useful round-up; nothing particularly new, but confirming indications that Vietnam wants to put the focus on an increased ODP, putting fewer bureaucratic obstacles in its way, as one way of reducing clandestine outflows. Mr Vu Khoan came over as genuine and intent on getting results.
