efforts to persuade them to accept more refugees. Two possible reasons for this poor response are "compassion fatigue" and the fact that an increasing percentage of the Vietamese arriving in Hong Kong come from the north and are not seen as political refugees but rather as "economic migrants". They have fewer relatives already settled overseas than the refugees from the south who were previously in the majority.
