the FCO has launched a diplomatic offensive to encourage other countries to make similar offers. Despite some encouraging responseз, the overall result has been disappointing and resettlement from Hong Kong in 1987 at 2212 was 1604 less than in 1986. There are several reasons for this, the most important of which are the competing calls for resettlement of refugees from other parts of the world and the fact that most of the recent arrivals are people from the North who have left Vietnam for essentially economic reasons and who therefore do not meet the normal resettlement criteria.
