A separate, but related issue which has been raised from time to time is the question of the phasing of the arrivals from Hong Kong There have been suggestions both from the Hong Kong Government and from UNHCR that we should increase the rate of arrivals so as to ensure that all 468 have arrived within a year. The phasing over 2 years was speoltically designed to take into account the resource implications both for the voluntary agencies in Hong Kong and here and for local authorities.
