LORD GLENARTHUR'S MEETING WITH MR RENTON: 29 MARCH 1988

VIETNAMESE REFUGEES IN HONG KONG

1. I submit papers for use at Lord Glenarthur's meeting with

Mr Renton to discuss future action on Vietnamese refugees in

Hong Kong.

2.

The papers are set out as follows:

i)

a line to take;

ii)

iii)

an annex, describing detailed options for a new

resettlement commitment. (The annex is self-contained,

and if Mr Renton expressed interest it could be passed

directly to Home Office officials);

the Home Secretary's minute of 15 March to the Secretary

of State;

a Home Office minute, recording the Governor's call on

the Home Secretary on 22 March. As I expected, the

record does nothing to confirm the Governor's impression that Mr Hurd was sympathetic to arguments for

additional resettlement.
