VIETNAMESE REFUGEES IN HONG KONG

Problem

1. The Home Secretary's minute of 15 March to the Secretary of State, proposing:

i)

that the shortfall in the list of 468 Vietnamese refugees

to be resettled in Britain should be made up in full;

ii)

but that we should "resist any attempts to extend our commitment beyond the previously agreed limits".

Recommendation

2.

I recommend that the Secretary of State reply on the lines of the attached draft.

Background

3.

The Governor of Hong Kong discussed with the Secretary of State on his recent visit the problems caused by the increasing numbers of Vietnamese in Hong Kong camps.

4.

Lord Glenarthur held an office meeting on 24 March to consider what HMG might do to give Hong Kong further help. On 29 March he called on Mr Renton to initiate discussion of a possible additional

resettlement commitment. He asked Mr Renton to consider a package
