Secretary had listened sympathetically to the Governor. But even if the figures were relatively small, the problem remained that an increase in our commitment might have no effect on other resettlement countries; and there was no sign of any easing of the flow into Hong Kong from Vietnam, nor any prospect of resettlement in Vietnam itself. He was not very hopeful that the Home Office could come up with anything helpful. But they would certainly look into it.
