solution of repatriation to Vietnam, under adequate safeguards, of those not meeting the criteria for

refugees. In the meantime, however, the problem has to be contained. I believe that nothing less than the limited additional commitment which we propose would be commensurate with the burdens which Hong Kong has to bear and our responsibilities towards the territory.
