Thank you for your letter of 23 August. I have discussed it with my colleague, David Colvin, who has now succeeded Christian Adams as the Head of our South-East Asian Department.

2. In the first instance I think action lies with him. He is considering what steps might be taken to improve the advance notification of arrivals from Vietnam under the ODP, and how the flow might be better controlled. Once we have more information on these points I think it would be helpful if we were to meet, as you suggested, to consider the wider implications for the reception of Vietnamese from camps in Hong Kong. I shall contact you again as soon as I can.
