With reference to paragraph 3 of my minute to you of 16 March we have now obtained from Research Department the enclosed background papers on the UNHCR Executive Committee Decisions referred to in the November 1987 UNHCR paper.

2. In the light of these papers (and the Governor's statement) we would be grateful for further views on the question of first asylum.
