1. We spoke. You asked for appropriate background material on the UNHCR paper.

2. I now enclose an annex plus enclosures written by my colleague Ms Wigzell on The Concept of Temporary Refuge or Asylum and the UNHCR 1977-1981. This will, I hope, give some of the background to the UNHCR's paper of November 1987 on The Concept of Asylum and the Obligations of the Hong Kong Authorities which was commented on by Mr Berman in his minute to Mr Millett of 11 February 1988.
