First Asylum Conference

I refer to your letter of 31 March to Mr French, and his letter to you of 25 March.

I confirm that both Mr French and Mrs Rita Fan, and another Legislative Councillor (Mr Hui Yin-fat), will attend the conference as the Hong Kong delegation. Having discussed this with Mrs Fan, we should like to propose that Mrs Fan should be the presenter for Hong Kong in Plenary I Panel The Impact of Refugees on Countries of Asylum and that Mr French should be the Hong Kong presenter in Plenary ΙΙ

Panel Preservation of First Asylum and Protection of Refugees. We would also like to provide a presenter for Plenary III - Panel : Searching for Long Term Solutions. In addition I have been asked by Legislative Councillors to enquire specifically whether Mrs Fan and Mr Hui could have the opportunity to address the Conference as "Keynote Speakers" during the first two days. This request is made in the context of the important role Hong Kong has as a country of first asylum.
