No 10 have asked for a draft reply from the Prime Minister to a telegram from Dr Le Xuan Khoa, President of the Indo China Resource Action Centre, about the new policy towards Vietnamese boat people in Hong Kong.
2. I recommend that the Prime Minister reply on the lines of the attached draft. A covering Private Secretary's letter explaining the essential background is also attached. The drafts incorporate comments from the Hong
Kong Government.
