The picture Mr Issaka obtained of resettlement hopes for Hong Kong from the US and Canada is dismal. The underlying UNHCR message is, unless the UK is prepared to announce a further resettlement "quota", the US and Canada are not prepared to increase their resettlement efforts. (Comment. This does not square with the US message in FCO telno 1088 to Hong Kong about increasing the off-take from Hong Kong in 1988, but it is consistent with the UNHCR Resettlement Service line over the past two years).
5. I enclose a copy of UNHCR's statistics which show the totals resettled, by country.
