HONG KONG: RESETTLEMENT OF EX-FANG CHENG CASES

Your letter of 5 May to Robert Footman, following your call on Mr Issaka, Head of UNHCR's Resettlement Service, set out UNHCR's plans for dealing with the 91 Fang Cheng cases in China and the 56 ex-Fang Cheng cases in Hong Kong.
2. As you know the Hong Kong authorities have agreed to Mr Issaka's request that the ex-Fang Cheng cases be resettled from Hong Kong, while continuing to be classified as ECVIIS (Hong Kong telno 2755 of 18 July). Hong Kong telno 3148 of 25 August gave us UNHCR's (long-awaited) progress report on these 56 cases from which it appears that none of them is claiming UK links.

Mr Issaka also asked how the UK intended to handle the 23 UK
The Home link cases that had been identified in Fang Cheng. Office does not have a quota for Vietnamese refugees from China but is willing to consider for resettlement under normal family reunion arrangements for refugees, people who can establish that they have appropriate family links in the UK.

4. Before any decisions are taken
the
Home Office will require more details of the links claimed by these 23 cases with the UK. Could you arrange for UNHCR to supply us with these which we in turn can pass on to the Home Office for further consideration?
