HEADS OF MISSION CONFERENCE AT SINGAPORE: AGENDA

1. Thank you for your letter of 1 September about arrangements for Singapore.

2.

I very much applaud the proposal to depart from the country by country approach. That inevitably leads to a recitation of last year's Annual Review or a rehearsal of next year's. I believe your agenda will lead to a wide-ranging yet structured discussion.

3. I have seen the replies of Nick Spreckley and Mike Pike. I agree with what they say especially Nick's emphasis on achieving some definition of UK interests and objectives in South East Asia over the next decade.

4. I do not think I can usefully take the lead on any discussion paper from here but I should of course be pleased to contribute to any relevant papers, for example on the Five Power Defence Arrangement.
