VIETNAMESE BOAT PEOPLE IN HONG KONG

Mr Waldegrave has seen a copy of PS/Mr Patten's minute of 17 October recording his Minister's views on Vietnamese Boat People in Hong Kong. Mr Waldegrave entirely agrees with Mr Patten about the political difficulties this issue could cause in Britain. He believes this to be the FCo's principal minefield in the coming year. At the recent Conservative Party Conference many people expressed concern to Mr Waldegrave on this subject, and he believes there is scope here for a coalition of the right and left in the country which could do us great damage. Therefore, (if) we are going to press on with this policy the presentational aspects must receive great and continuing attention.
