1. Please refer to Mr Peirce's minute of 10 September to Mr Paul, recording the Secretary of State's reaction to Hong Kong telno 3504.

2. I do not think that there is any question of a fundamental change in the attitude of the Chinese Government towards Hong Kong's new policy on Vietnamese boat people. This remains generally supportive. What has caused some concern among Chinese representatives in Hong Kong is one subsidiary aspect of that policy, namely the liberalisation of conditions for those boat people who arrive in Hong Kong before the change of policy. This had been planned from the outset: there were references to it in the initial statements by senior Hong Kong Government officials which formed part of our briefing of the Chinese in Peking and Hong Kong. But following pressure from UNHCR the timetable for liberalisation has been brought forward, and it is already under way.
