The Prime Minister has asked me to thank you for your

letter of 27 August (received on 23 September) concerning

the visit to Hong Kong by a representative of the

Indochina Resource Action Centre (IRAC).

As you may have heard, Ms Diller, the IRAC representative

concerned, has now completed her visit to Hong Kong.

- General Under the auspices of the US Consulate in Hong Kong Ms

Diller visited all the detention centres for Vietnamese

boat people as well as the San Yick and Sham Shui Po

closed centres for Vietnamese refugees. She was briefed

on the general problem of Vietnamese refugees and boat

people; and in particular on the understanding reached

between the UNHCR and the Hong Kong Government and the

agreed procedures for screening new arrivals. You will
