Vietnamese Boat People in Hong Kong

1. Charles Powell's letter of 7 June recorded your

agreement that the Hong Kong Government should introduce a new policy to deal with boat people from Vietnam. 16 June new arrivals have been screened to distinguish between those who are genuine refugees and those who are in effect economic migrants.

2. The new policy has now been in operation for almost three months. The influx of boat people in Hong Kong has however continued at a disappointingly high level. Many new arrivals had set out in order to anticipate a rumoured change in policy. that a new policy had been introduced, despite all our efforts to publicise this. There is now a slight fall in the rate of arrivals, but it remains difficult to detect any clear trend.
