CALL BY VIETNAMESE AMBASSADOR TO THAILAND

You kindly agreed to see the Vietnamese Ambassador to Thailand Le Mai, at 4.00pm on Monday, 22 August.

The Vietnamese Embassy describe Le Mai as an Assistant Foreign Minister. We are checking his status with Hanoi but this rank is the equivalent of DUS. The Embassy asked if he could call on an FCO Minister to discuss recent developments on Cambodia and the talks in Hanoi on repatriating boat people. We told the Embassy that no Ministers were available which they readily accepted. Le Mai is transitting London on his way back to Bangkok from a Non-Aligned meeting in Harare.

3. You will have read the report on my visit to Hanoi and Hong Kong. We are familiar with Vietnamese official thinking on all these issues. What is still unclear is whether the Vietnamese are genuinely seeking a solution to the Cambodia issue or engaging in tactical manoeuvres to break out of their international isolation but without conceding their grip on that country or over Indo-China more generally. They still have a credibility problem.

I submit briefing and a personality note. You may wish to hand over a copy of the Prime Minister's speech at Site B (attached).
