VIETNAMESE BOAT PEOPLE IN HONG KONG: DISCUSSIONS WITH THE VIETNAMESE

Problem

1. We have had one-inconclusive-round of discussions with the

Vietnamese on the problem of boat people in Hong Kong. What should

be the next steps?

Recommendation

2. I recommend that the Secretary of State minute the Prime

Minister and colleagues:

to propose a strategy for a second round of talks, in London: and to secure agreement in principle that limited

re-integration assistance, channelled through UNHCR, may be

offered if necessary to form part of a comprehensive repatriation programme.
