You have applied for asylum in the United Kingdom on the grounds that you have s well-founded fear of persecution in Sri Lanka for reasons of race, religion, nationality, membership of a particular social group or political opinion. The Secretary of State has considered your application.
Sri Lanka has in recent years experienced considerable disorder which the authorities have had to take measures to control. As a result of this disorder individuala of all ethnic groups have suffered. However the Secretary of State, having consider ad all the available evidence, does not consider that Tamils in Sri Lanks are a persecuted group who have a claim to refugee status under the 1951 UN Convention Relating to the Status of Refugees simply by virtue of their ethnic or national origins.
bevertheless the Secretary of State does consider individual applications for asylum to see whether they fall within the terms of the 1951 UN Convention. This depands on the circumstances in the individual case.
When interviewed in connection with this application you stated that you were in fear or your life in Sri Lanka because your father is a TULF Couriol Leader, Mayor 0 1 Tamil populated town in northern Sri Lanka and involved with militant Tamil groups. You have also claimed subsequently that you left Sri Lanka in 1981 because the polios yanted to arrest you due to your alleged involvement in certain political activities. llowever, it is noted that you were not detained or haressed in any way and that you have not suffered persecution within the terms of the United Nations Convention Relating to the Status of Refugees and it is further noted that your family, $ncluding your father, have remained in Sri Lanka throughout the period of civil disorder. Purthermore you first arrived in the United Kingdom in January 1987 when You entered on a false passport and at that time you made no claim for asylum and only did ao when you were refused entry to France and returned to the United Kingdom in July 1987, your deception having been exposed.
Having taken account of all the matters you have put forward in support of your Application and of the other matters set out in this letter the Secretary of State 1 hot satisfied that you have a well-founded fear of persecution in Sri Lanka within the terms of the 1951 UN Convention Relating to the Status of Refugees and therefore refuses your application.
