1. FCO telno 2070 to Hong Kong of 10 August asked us to brief our EC partners on the talks in Hanoi. This Embassy took action accordingly.
2. When I called on your Luxembourg opposite number on another subject last Friday, he had just had a call from the Vietnamese Ambassador. He asked me to tell you that he had raised this question with the Ambassador saying that Luxembourg was 100% behind the UK. He said that Luxembourg was measuring Vietnamese good intentions by their behaviour on this issue as well as Cambodia etc. Kasel particularly wanted me to tell you about this conversation because it was an example of EC political cooperation in action.
