This would be based on the FAC and TMR recommendations and
on post objectives. It should of course be harmonised with the analysis emerging from A.

Whether our present use of available resources is best targetted to promote our interests. Whether sufficient use is made of the EC and Commonwealth and whether we should fight the
Japanese or join them.
Is official support for the Private Sector in the right form? Do we have the right balance between trade, investment, global awareness?
