HEADS OF MISSION CONFERENCE: SINGAPORE: AGENDA
1. We have been giving thought to the agenda for this meeting, granted the vast canvas to be covered and that parts of it are in a state of flux. The obvious risk is that we will end up with too many short items which can only be handled superficially. Annex A lists those subjects mentioned in response to Christian Adams' letter of 5 April to Derek Tonkin. Annex B is a first shot at arranging them in a way that makes best use of the resources at our disposal to promote UK interests and objectives in the region into the 1990s.

I would welcome the views of recipients on these* ideas and the suggestions that follow. They have not been finalised in London because we would like your input first.

We doubt whether time would allow the classic and
stately country by country presentation. Instead we foresee discussion falling into four parts:
(a) Economic and political prospects for the region into the 1990s.
(b) UK interests and objectives in the region for the same period.
(c) Resources available and means of achieving (b).
(d) Recommendations and follow-up action.

Handling the conference thematically in this way may lead to some lesser subjects dropping out. This is probably inevitable, granted the limited time available. I would even venture to suggest that some issues might be avoided if there is reason to believe that discussing them will produce no new insights. Major topics such as
