We will seek to stress overseas the following aspects :

the source of the problem is in Vietnam which must be pressured to stop disorderly departures and to accept the return of its citizens;

Hong Kong does not support push offs;

resettlement must continue for those VRS already in HK and for those later screened in;

Over time, it is intended further to improve and gradually to liberalise conditions for those in existing closed camps;

screened out IIs will be detained under humane conditions pending repatriation;

the new policy is accepted by UNHCR and major resettlement countries (if they agree); and

later: local resettlement may be expanded, but is not a replacment for resettlement

overseas.
