INTRODUCTION

Members will be asked to note the contents of this memorandum which has been prepared for their information. This memorandum explains

(a) the screening procedures which would apply to Vietnamese boat people upon implementation of a proposed new policy;

(b)

the public relations which would be made towards Vietnam; and

and publicity efforts locally, overseas and

(c) the diplomatic effort aimed at obtaining support for this proposed policy from key countries as well as wider international acceptance.

BACKGROUND

On 24 May 1988, after considering memorandum XCS (88) 10 at Annex A the Council advised and the Governor ordered

that planning should continue for a new policy on the lines of option 2 in paragraphs 14-15 of the memorandum with a view to deterring new arrivals of Vietnamese boat people by the detention, pending repatriation, of those, who, after screening, are not accorded refugee status; and

that a plan for implementing the new policy, including a plan for the screening procedure, should be submitted upon clearance of the new policy by HMG
