MEMORANDUM FOR EXECUTIVE COUNCIL
IMPORTATION OF LABOUR
The problem

Recommendation and advice sought

The existing policy which was last noted by Members in 1982 is that permission to enter Hong Kong may be granted provided that
(a) there is
is no security objection and no known record of serious crimes;
(b)

there is no likelihood of the person becoming a burden on Hong Kong; and
the person possesses a special skill, knowledge or experience of value to and not readily available in Hong Kong; or
the person is in a position to make a substantial contribution to the economy of Hong Kong.

Background

On 4 August 1987, the Council noted the Acting Governor's report that the New China News Agency (NCNA) and other parties had raised with the Administration the possibility of relaxing the present policy on importation of labour into Hong Kong.

Members endorsed the Administration's present line against any relaxation. The Administration undertook to
submit to the Council a memorandum on the subject.
