When he called on me on 19 July the Governor of Hong Kong strongly suggested that I return via Hong Kong in order to see for myself what it is we are negotiating about. I am sure this would be invaluable since the problem of refugees and boat people will be on the agenda of this Department for years to come.
6. The outcome of the talks will of course be communicated by telegram and I do not think it necessary for me to rush back to report. Similarly, I am satisfied that Peter Thomas and the Department will be able to cope, particularly since the Prime Minister will by then have been launched on her travels.
Finally, departure on the afternoon of 1 August leaves me time to pick up briefing etc after my week's leave. I would however be grateful if a folder of material could be left in my cupboard on Friday 29 July so that I can read it over the weekend.
