UNHCR (Mr Bayandor) told me that the Royal Thai government were insisting that the MOU was confidential - so they could not give us a copy - but confirmed it said nothing about the costs. The Thai Mission here have since given us a copy of the MOU, on a confidential basis.

With reference to para 7 of my minute of 21 June, Hong Kong Dept told me on 5 July that the UK response to the High Commissioner's paper on aid to Vietnam was not yet ready. Ms Pearce (Australian Mission) told me on 15 July that she had not yet received her copy of the short version of the Australian response to the same paper (ref. para 11 of my minute): she thought that Canberra might now be waiting to see the results of the current dialogue with the Vietnamese on the possible repatriation of Vietnamese boat people.
