Dear Bob,

I understand from UNHCR that you are ready to consider replacement names for those of the 468 accepted from Hong Kong who have not come.

I therefore enclose a list of 177 names of refugees in Hong Kong provided by Ockenden Venture and Refugee Action who fall within the Categories 1 and 2 family reunion criteria but who were not included in the original lists. Those lists have been checked with UNHCR in Hong Kong and we under- stand that UNHCR may have further names of refugees in Hong Kong claiming relatives inthe UK within these categories.

We hope to receive these lists from UNHCR in the very near future. In the meantime you will be aware that Ockenden Venture have already brought in all the refugees on their lists and we would be very grateful if you could already consider those on the attached lists as possible replacements.

In the light of the Government's new policy in Hong Kong we do hope that you will be willing to consider a liberal interpretation of the family reunion criteria and a new quota. We are, at present, developing some policy proposals in this area and will be letting you have some detailed ideas soon.
